Musk directly caused this more than any one other person.
Did Musk declare himself President? No. Did he shut down the government? No.

The title means that Musk acted as if heās the president and dictated to Republicans to not pass the legislation that needs to pass. It doesnāt mean he literally declared himself president. That would be stupid.
