That isn’t a kink, it’s a clean loop and that line should be absolutely fine.

This is what a proper kink looks like. The walls of the hose touch and prevent the flow of water.

The real crime is the half ass paint job.

Before they kinked someone was likely moving or yanking on the garden hose.

Also, garden hoses are not braided steel. You would need to aggressively twist a toilet’s feed line to kink.

This thing is fine. I’ve installed a ton of toilets and sinks, and I have looping water lines that have looked like this for decades and worked just fine.
