All you have to do is make it more like Morrowind with some updated mechanics. The world doesn’t have to be huge; smaller, handcrafted one is preferred to huge, lifeless one. Set it in an interesting, alien province, not generic medieval like Oblivion and Skyrim. And for the love of God, move on from Gamebryo/Creation engine, it’s been outdated for over a decade.

Not only this, I think this should be selectable by taxpayers before they pay taxes so they can customize the amount that goes to each category. This would be the true democratic way of doing it. So, for example, based on your salary you need to pay 20k in taxes. You’d then select how much you want to go into Transportation, Healthcare, defense, education, etc.

This would quickly force the government agencies to work for their money.

And can be identified/tracked individually by outside entities. In IPv4, a website sees both my device and my kid’s device as the same IP. In IPv6 they’re different so this just provides more ways for them to track you.
