Rule OF Law vs Rule BY Law
The Rule OF Law strives to maintains the dignity of the individual. The Rule OF Law is supposed to lift law above politics. The idea is that the law should stand above every powerful person and agency in the land.
The Rule BY Law strives to control the individual.
The Rule BY law, in contrast, connotes the instrumental use of law as a tool of political power.
It means that the state uses law to control its citizens but tries never to allow law to be used to control the state.
The Rule BY law is associated with the debasement of legality by authoritarian regimes, China for example.

of course it’s unlikely. They’re all inside drumpf’s inner circle, so they can do whatever the fuck they want. Meanwhile, a low level staffer may end up with a conviction due to including a reporter on a classified email accidentally.
Or an innocent person may end up kidnapped and imprisoned for life in El Salvador because they have a tattoo.

I know that the BIG issue everyone’s worried about is they obviously did something (actually, quite a few things) wrong and aren’t being held to account.
However, the other thing I can’t let go of is the fact that they complain about Clinton & Biden, but then refuse to investigate this situation. Whatever you feel about those 2 (personally I think they were handled properly), those situations were investigated and they were cleared. Simply declaring this matter closed without even going through the motion to investigate just increases the level of sketchiness.
