For the folks in here that don’t read comics, it’s canon, or at least not simply pulled out of their ass.

I wish they would have picked an actor new to MCU. It isn’t like RDJ was just some small side character, or has some forgettable voice. Dr. Doom is pretty damn great, but instead you’ll just hear Tony Starks voice.
In the comics, Dr. Doom and Tony Stark are actually heavily intertwined (there is actually a period where Victor von Doom takes up the reigns as Iron Man), and there is an alternate universe where Tony Stark is Dr. Doom. So it’s canon that in this case aligns really well to be a cash grab too.
But even still, why bother? If Doctor Doom was always going to be 100% CGI, not as big of a deal. But the character can take off his suit of armor, and is a “leader” of a country. Argue, it just reeks of desperation on Marvel’s part to capture some of the excitement RDJ used to generate for them in their hay day.
