Looking at Russian weapons performance I would disagree.

Also maintaining nuclear weapons is extremely expensive. Russia spends 126 billion and no way that can cover all their nuclear weapons.

Also it is crazy, that it was trump that increased spending:

Then under Biden or actually stayed that way (maybe slightly even dropped) until Russia made an attempt of full invasion of Ukraine.

They are never going to unless they declassify everything. Financial auditors won’t have the correct clearances for everything. Using an internal hire to complete the audits would be useless. It’s just a pony show.

I’d prefer scifi black projects eating away at the budget instead of the alternative $125 hammers and $75 nails a handful of old jerkoffs paid their brother in laws hardware company for and sipping margaritas on blowjob Island for 30 years.

The only black projects they have are overthrowing governments, herding us like cattle, and more weapon research.
