Yep, he just conscripted tall beautiful women from around Libya to be his Amazon guard. Like, if you get a Tomyris out of this that’s an accident.
If you want an Amazon guard you need to recruit the angriest ladies of their own volition. And yeah they’re not necessarily going to be tall and conventionally attractive, but the real intimidation is a pissed off 5’0” mom judo throwing someone for ignoring her telling them to stop.

Sun Tzu managed to get a group of palace concubines to drill like soldiers, I think Gadaffi just didn’t want to put the work into training his Amazon guard
