I’ve heard a couple versions of this story. One is the story in the post, the other is that Crimea was not covered by Starlink, and Ukraine tried to get it covered and Musk wouldn’t.

Do we have a definitive source that can speak to which occurred?

Afaik the source for both of these versions is the guy who writes/wrote Musk’s current biography. He first published the stors about Musk switching starlink off, and afterwards corrected himself, to the version where Musk simply didn’t turn it on, when Ukraine asked for.
I personally therefore think, that if you trust the author, you have to accept the second version, and if you don’t trust him you can’t accept the first one.
