Water (liquid) is not wet. Wetness describes the presence of a liquid on the surface of a solid. A solid object (like a towel) being saturated with water (aka wet) also just means that it’s complex 3D surface is being covered by water.
The ocean floor is wet. The ocean itself is not. If you jump into the ocean, you become wet.
