The ploy is that when Ukraine refuses it gives the US (Trump/Krasnov) an excuse to stop delivering military aid to Ukraine.

yea most likely they want to reduce local and global support to Zelensky by saying “look we offered peace but he did not take”, of course they will likely offer some unacceptable terms.

Does Trump care about constructing justifications for his actions though? Seems like he enjoys shooting from the hip and, if ever in doubt, opts for strategies that will piss the most people off.
