Because Republicans don’t want the poor to be voting. Especially if those poor people aren’t white. Do you really find it shocking that Republicans do better if black people aren’t able to vote? Because that’s what Jim Crow was all about.

No, that’s why you register to vote. You can’t vote with an ID if you haven’t registered. And for all of my life until this ID nonsense, they just checked your signature against the address you registered and you could vote.
If you tried to do some sort of fraudulent voting, you would have to somehow register to vote multiple times.
You know what you also couldn’t do? Register to vote multiple times, even if you didn’t have an ID, because you had to show something very simple like an official bill to your address and you could register.
Again- you find me evidence that there was massive voter fraud that ID stopped. The fact is, it didn’t stop any fraud, but it did stop a lot of poor black people from voting.

I can understand dealing in all cash, but you can’t legally drive cars with a DL. Is that racist? This logically means requiring motorists to have ID is racist and discrimination right?

I’m not sure why you think poor people all have cars. Cars cost a lot of money.
