1.) Create an environment where people want to be.
2.) Encourage people to visibly participate in the community.
3.) Promote the actions of your community to others.
4.) Invest in the community members so they stay.
If effort is not being spent in accomplishing these four objectives, then ask yourself if it is the best use of your resources.
