The money is rightfully confiscated from them.

It says frozen, not confiscated. Frozen means it can’t be confiscated. Because it’s frozen.

Yes it’s frozen so Russia can’t take it out. And now those frozen funds have been confiscated to give to Ukraine.

This isn’t rocket science.
