They both can be, but Hamas is a terrorist organization that has committed terrorist attacks. Al Qaeda is terrorist group and committed many terrorist attacks, but the U.S. war on terrorism killed and displaced many innocents in Afghanistan, Iraq and other middle eastern countries.

The US is destabilizing ALL of them, besides the comprador ones like UAE and Saudi Arabia. I don’t think I would mind living in Iran or a non-destabilized Lebanon. Indonesia and Malaysia area also decent places to live if you have money (relatively).
