Why this little bit of water isn't heated by 100kg of steam next to it?

Can someone explain this? Steam turbine can’t consume steam, because it’s blocked by this.

A saturated brine solution (about 28% salt by weight) boils at 109°C. In industrial applications, steam temperatures typically range from 200°C to 550°C.
