Not explicitly this, but the Coronavirus Aid, Relief, and Economic Security (CARES) Act came reasonably close. Honestly one of the crueler things Joe Biden did was to claw back a bunch of the credits and added enrollments to Medicaid that his party’s House and Senate majority fought for years earlier.
